Mulligan Road (Woodlawn Road Replacement)
Following the events of September 11, 2001, Woodlawn Road and Beulah Street were closed to public use through Fort Belvoir. In a cooperative effort, VDOT, FHWA, Fairfax County and the US Army will construct a replacement road that will extend and widen existing Old Mill Road, now named Mulligan Road, from Route 1 (Richmond Highway) to Telegraph Road through Fort Belvoir. The new connection to Telegraph Road requires that Telegraph Road be widened to four lanes from Beulah Street to 0.5 miles south of Hayfield Road, near the entrance to the Humphries Engineer Center.

This federal project will reestablish a road connection between Richmond Highway and Telegraph Road, which was cut off when the Army closed Beulah Street and Woodlawn Road through Fort Belvoir after 9/11. The connector road includes 1.5 miles of new construction, widening of Old Mill Road, a multipurpose trail, and intersection improvements at Telegraph Road and Richmond Highway. The connector road is being designed as a four-lane facility. The Army is committed to fund a two-lane facility; however, efforts are ongoing to obtain federal funding for the remaining two lanes. The Environmental Assessment public hearing was held in September 2006. The project location was endorsed by the Commonwealth Transportation Board in March 2007. Design began immediately following CTB action. Construction is scheduled to begin in October 2008, and be completed by October 2010.
